St. Ange Resigns - Seychelles Tourism in Limbo!

The jolly smiling minister of Seychelles Tourism from La Digue has resigned abruptly as Minister of Tourism. Mr. Alain St. Ange has tendered his resignation to President Danny Faure, before the New Year, just after  he announced breaking the arrival records and increasing tourism by near 20% this year. At the time of his resignation, Tourism Arrivals blew the dream mark of 300,000.

St. Ange Leaves BIG SHOES to Fill

The departure of St. Ange now leaves a pair of huge shoes to fill at Tourism, Transport and Aviation. St. Ange was a tenacious minister, working every resource he could to bring visitors to Seychelles. He worked his friendship with e turbo founder to put Seychelles on the world tourism map digitally with initially over 100,000 email addresses of key players in the trade world wide. These numbers must have double and triple over the years, as his digital address book, combined with his jolly personality, would usually be key tools to negotiate numbers for Seychelles, most of the time over ice cream in stead of cognac.

St. Ange Philosophy Broke The Norm

Deeply rooted in La Digue as a son of the island, St. Ange grew up on an island that saw the transition from a plantation economy based on vanilla, cinnamon, copra, to tourism industry driven economy. With that, it was obvious to him, that when everyone participates in the effort to promote Tourism, we all benefit from it, and therefore, take ownership of this Golden Goose, that lays the eggs that have resulted in Seychelles now being a high income developed nation. 

With this mind set, he set out to license small establishments giving Seychellois a direct interest in tourism. He licensed over 600 little houses initially, then another 1000 . While traditional operators complained, who could deny that Seychellois had a right to participate directly in the Tourism economy. For St. Ange, big hotels, small hotels, handicrafts, food vendors, all have a role to play in Tourism, and all should cooperate.
This was the dream, empower Seychellois, make them part of the Tourism equation, grow the industry.

Growth Spectacular Under St. Ange

Growth was spectacular under St. Ange, while he was being critic at home, governments in Africa were offering him contracts to manage their marketing of their destinations. They were offering him silver, gold, all the trimmings to come to their country, play his magic that turned around the Seychelles Tourism story from a mediocre performer of being reputed to be a " 5 star destination with a 2 star product" to being " a 5 star destination with any product, your pocket book can afford".

The numbers are daunting 12% growth, 13% growth, 15% growth 18% growth per year. St. Ange was the key to government of Seychelles sense of assurance, that the money will always come in, he was their cash card above and beyond Khalifa.

What Now?

As we enter 2017 uncertainty looms. The Tourism Trade has been given a left hook. The winner is the world, as St. Ange makes his move to head the United Nations World Tourism Organization. The UNWTO could not have a better spokesman, Seychelles could not have lost a better Son who promoted tourism day and night, communicated with the world day and night, while other ministers take 1 or 2 years to reply a mail, if ever.

Good Luck Alain, if no one said it , thank you for all you tried to do for us, though you did not always succeed.

Here are some figures to clear the air folks

1. 13 th month salary will cost 10% increase per establishment.

2. PUC has announced 10% increase in tariffs across the board all consumers.

3. Euro devaluation has increase cost of trade by 10% in last 8 months.

We are facing a 30% increase in operational cost just with these numbers.

Mr Gill, don't forget the 13% + interest on the unlucky ones who have a business loan ! I predict a poor 2017 for the ones with large borrowings. I can even foresee some banks calling in their loans and forcing businesses to sell up.

Let us be optimistic. We have extra flights by way of Qatar, Turkish, Austrian. Ethiopian will be increasing weekly flights too. So I am hoping hotels & guesthouses will run at higher occupancy to compensate for the 30% increase in operational costs. To conclude, 'work harder to standstill'

Under Mr St Agne leadership the tourism industry has taken a quantum leap to success....What fear professioanls in the industry is who would be the pl donkey coming to destroy or consolidate this achievement?A donkey ministerto the likes of Mitsy ....or an experience person outside the politics with knowledge and know-how of the industry?

Our economy livelihood hang on our tourism industry ....when taking decision regarding this particular industry ,,we just cannot take decision of prophetical outcomes ...things must be clear ...
Saying that we should hope that more airlines arrival would compensate the 30 percent rise is not a assuring economic policy ......it is a shot in the dark...

10 percent increase of a business is lots of revenues loss which otherwise needed to create new employment,keep business competive etc.......Not having this money in hand means less job creation in the tourism industry which would also means more unemployment and more tax money wastaged to cater unemployed and with the new employment policy in palce would simply increasing government spending ...
Pl says"It would literally pay the 13th monthly slalry of small busiensses( a kind of fringe benefits tax) that could not afford it ...This is frankenstien economic policy ........

Pl could have chosen to implement a CARBON Tax on vehicles ..there are more vihicles than busienses in Seychelles ,thus more more to collect ,,and it is much more equal...
Pay could have collect tax on Proepty tax not per sqaure meter but asset values ..then Eden Island would have be made to pay its real dues..
Pl could have proposed a cancellation of the infamous CSR tax .which normally should be a vonluntary act ..
Pl could have at least ,,,ask the employees to pay for the social security deducted from the infamous 13th monthly salary annually ..and release employers from this burden.
Pl could have GOps and Exapts when making money transfer thus reduce finacial leakage while cringing more money in state coffers ..
Pl could Tax these yachts ..now banking all their money abroad and paying peanuts to Seychelles government.....
Parti lepep could be asked to pay their rental cost for using Maison Du peuple as all political parties do .....

The Achilles heels of PL LDS 13 th month policy rest at the Seychelles International airport.
Read on.

The official load factor on inbound flights just came out : for 2016 it is a low 52%.

With added cost to industry of 30% in January, these cost will be passed on, visitors will defer a expensive holiday to Seychelles, load factor will drop, pressure will en sue on airline boards to drop flight to Seychelles. Slowly the success under St. Ange enjoy by the country will start to be undone. In 6- 12 months we will see - growth rates we saw in the year Lousteau Lallane ran STB from the golf course.

Totally agree with you...Only Pl members most of whom never had a businesses think sucking tourists with airport tax would reverse the down fall of inbound revenue.....Not only inbound cost rise would discourage tourists as well as air carriers operators ,,,taxis with higher fuel cost,,boat charters etc ..would also increase their price to survive thereby directly affecting tourism industry......In such a intensive competitive world with our neighbours offering also high quality tourism services ...only a fool would force an airport tax on tourists.......Maldives ,Mauritius government are happy by pl infamous decision for it help them provide more interesting price as competitors to their shores........

the Signs that are being sent by pl to thetoursim industry ,airlines ,,,,,are bad and irresonsible moves that once against show plS misunderstanding of the tourism industry and factors that would affect it...
No questions ..these foreign airlines would not operate at lost to please Pl ..they would adjust to the situation ,namely stop flying to seychelles or increase flights on other destinations ..our competitors like Maurtius ,Maldives etc.....
Mr ST Ange has fought hard to get these airlines service Seychelles ,,all this faure governemnt seems about to do is destroy it which impact would be desastrous....
We do we still have these fools mamanging our affaires?

it is damaging to Seychellois work force employed by Etihad ..but at the time with the arrival of airlines like Turkish airlines,,,offering better connectivity it surely affects airline with long transit time like Etihad.

What would other Airlines like Turkish airline,condor,ethopia ..etc ..offering so far good connectivity would do when Pl implement Airport tax should be a serious concern for our tourism industry and country than Etihad.I ma not saying that Etihad was not good for our tourism industry .......but Etihad had the ability if its management wanted due to low oil cost live with a Pl airport tax ......not others.

Can I just say something smells with the resignation of St Ange. I cannot put my finger on it, but the truth always comes out in our little country. I would say if he was a true patriotic son of Seychelles, he should have remained behind rather than do a JAM on us. Pa Taye !

Of close only a hphr on it, cause you have no clue what you are referring to.
The man resigned. He is gone.
What we do know is what he inherited, after Lallane and savy at STB. -1,-2,-3 per year.
What we do know is what he did with that. Plus 11,plus 12, plus 18 when we faced a world financial crisis and national bankruptcy. The fact that Seychellois still participate in this industry today is nothing short of a miracle. It is the St. Ange miracle. He pulled is socks and rescued the industry. He did what had to be done.
Now the industry is under threat with a mad 13 th month salary scheme, 10% increase in PUC rates, devaluation of euro and fixed rupee rates, who would stay on when a government does not listen logic and common sense?
The Tourism Industry will face on January 1, 2017 a 30% increase in operational costs because Le Pep and LDS copulated on the 13 th month salary. They have screwed Tourism.

Lalanne told us that "I think we can reach 500 000 visitors based on the capacity of seats ,,or simply said,empty seats still available "Well Mr Lalanne not with a PUC 30 percent rise and departure tax,these taxes would in fact ,make us even more expensive in the region,,would affect load factors which in turn would make it harder to fill up these empty seats you refer to......thus uncompetive with our neighbours next doors who are them very competitive.

It has been well documented that tourism is a key driver for sustainable economic development.All of these visitors arrive by Air to our shores.Those arrivals help to create and maintain job and incomes.Unfortuantely Global travellers cannot chose to take a Bus,a bike,a donkey,a camel to get to Seychelles.

Recognizing that Aviations is one of the cornerstones of our tourism growth,ex minister St Ange team has been involved in a systematic build-out of Air bridges to International airport hubs and targeted markets to ensure year-round service at literally competitively priced tickets.This airlift build-out has resulted in significant air service increases that has palced Seychelles as one of the best supply of international International airlift.

However ,no matter how smart we have worked to transform our economies by building air-bridges and creating tourism demand from our key source markets,the idea by< government to tax air transport is threathening to have a deleterious impact on our tourism efforts.
To impose a tax on air transport ,,Pl will officially to kick itself in the balls as by imposing a surcharge of visitors wanting to spend their vacation funds in Seychelles,they will go to our competitors for the latter provide them with interesting price differences for literally the same services......Could Dr Lalanne meditate or visual a family four ,who already must spend a fortune to get to Seychelles ...now would have to pay an extra sum per head ...thereby reducing their pocket money which would have been otherwise spend for renting a taxi ,visit other island ,going out dinning etc....well they would either chose to go where they can get the same services ,stay longer or have more pocket money for their stay.....And the consequences on related tourism services like taxi ,hotels ,guest houses,boat charters etc ,,,would be catastrophic for our tourism industry ,therefore our economy.....

TOurism organization ,and others would have to come together now ,to ensure that such a financial burden is not glued on the back of Air transport and visitors ......We just cannot allow Pl to screw visitors and air transport ,,it would strangle our tourism industry and businesses .......
We cannot suicide with pl........We know by experience that pl is a bad decision taker ,,,recent history has proven that such as when Pl dicided to allow Etihad ,Emirate to monopoly Air transport to our shores resulting in an acute low arrival rate.All owing actual airlines to take the dicision to stop serving Seychelles would means a few airlines only would operate to our shores ..thus giving the remain airlines a kind of monopoly ,less competition and connectiviely which would result in ticket price hike ....hence destroying further our tourism industry .......
When a ogvernmnt takes any dicision regarding Aiviation ,connectivity .....thourough srutinity,analysis must be done ........it seems pl has not done that or is not enough knowledgeable about the tourism industry that is takes decision A LA LEGERE.........It is not like selling fruits on Victoria market pl.....it is a serious deal....

So if he resigned because the government of the day would not listen, then he is weaker than I thought. He is selfish and thinks of himself. If you do not agree with the government of the day, you have to engage with them and guide them to the light. I may not agree with everything you say, but I remain engaged for the sake of all Seselwa stakeholders. Anyway Alain St Ange is not indispensable. The cemetry is full of such people. I will monitor progress within our tourism inbound for next 6 months. If the momentum fails to carry on, I will personally ask for Lalanne's resignation. We have a natural replacement in Mr C Gill, if you are ready to accept this responsibility. We have so so many capable Seselwa who can make a marked difference to various industries in seychelles. We just have to acknowledge, recognise and involve them. We have to put partisan politics to one side and follow in footsteps of GUS for year 2017 and beyond ! (see GUS's apology on FB)

Finally, it could not have been so hard to deliver 11, 12 & 18 when our inbound was unacceptbly low to start with.....I am sure if you were appointed back then, you would have done much better, assuming you got the support from central government.

6:39 yes I know a lot about Tourism. I know a lot about a lot of things. That is how it is. If I do not know something, I try to poke my nose around and educate myself on the matter. As a reponse blue writer, it is my duty to all readers to know, chart a course of reasonableness, in the interest first and foremost for " Sesel Pou Seselwa". Sometimes that means putting hate and revenge aside. We Seychellois must sort out our problems our selves. No one will do it for us. We need to grow up and stop being petulant towards issues of national concern, which lead us to bad decisions, bad policies that divide us, and set back our economy.
St. Ange like any one, I have critic, when necessary. I have given credit when necessary as well. If we seek truth without being intellectually honest, we do a dis service to ourselves and our country.
Your suggestion that I apply for the job- is just another petulant remark that shows your internal weakness as a person. I will ignore it, as it is disrespectful.
St. Ange resigned because obviously in his mind, given the set backs DF administration and LDS have built into Tourism, it was time to move on. No one is listening to the trade today. As of JANUARY 2017- we face a 30% increase in operating cost at least. Wait for 24 months and we will see the impact of this when Vietnam is clobbering us and our traditional markets. St. Ange job was to bring tourism numbers up. He did that. His second job is to keep them up. He will not be able to do that with a 30% increase in costs voted by Le Pep and LDS in this environment. Airlines load factor is 52 % inbound. Be prepared for the pull outs one by one now, and the reduction in flights. Back to 2006.

He has some deep fundamental mis calculations, prejudice that will hinder his understanding of Tourism in 2017.

Let us be real bout this 13th month salary. All properly run tourism businesses are raking in profits and have in the past been sharing it with our staff by way of bonus or 13th month salary. Such businesses have nothing to fear because you have been fair to one of your key asset ie your staff. On the other hand, we have selfish business owners that could not care less about their staff. They are the ones that who wants to keep all left overs that check out clients leaves behind in the fridge. They are the ones who wants to keep all the tips. They are the ones that will feel robbed by the 13th month salary, because they only think of themselves. So Mr Gill, if you have been a fair employer, you have nothing to fear with the 13th month salary !

YOU also said under his nose the numbers were up and keep going up....I fully agree.

You also predict that with the new Assembly it will be a disaster!
So why he didn't join Affif,Pillay,Andre and the rest of the ex-PL to make a better Seychelles?
He should stand up for what Ton Karl taught him when he was growing up!

How can anyone disagree with a resignation?
We all have no say in the matter. It has been submitted, accepted, the man is gone. He is now preparing to run tourism for the United Nations. If St. Ange hard work goes down the drain, it will not be because of him. It will be because Le Pep and LDS voted for a national 13 th month salary when our industry operates seasonally, with a strong 9 month performance. The rest of the time, the hotels carry their staff. This increase in operational cost, will result in a 10% increase in operations cost for the industry, subsequently, room nights cost will go up, by 10%.
PUC has increased rates 10%. This adds another 10% increase in operational cost. We are now at 20% increase in room costs.

The Euro has devalued significantly to the Seychelles Rupee over the last 10 months. Hotels will be left with no CHOICE but to increase room rates to adjust to the devaluation of euro the main currency contracted in. This will cause a total increase in cost of 30%.

When you combine the increases, add new pet bottle tax, increase in alcohol, 52% load factor for inbound planes ( not profitable), the Seychelles Tourism Industry rest on the abyss and Le Pep and LDS has ignored this at a critical time.

This is not St. Ange fault, or Ton Karl, or Peter Gill . It has nothing to do with pockets being full or empty either.

Mr,. Gill you are 100 percent right on this. The 13 month salary is ridiculous and it will hit the tourism industry very hard.
Many hotels will not be able to pay it. I appreciate your note of the industry working on a seasonal basis.
Perhaps we should employ staff seasonally. This will alleviate the matter. During off season Le pep can pay the, unemployment benefits.
The government made a big mistake.

Mr Gill & 9.17, let us not be pessimistic. Let us think out of the box. Let us work to reduce this huge budget deficit. Let us interact with the likes of Afif who understands figures. I am quietly confident we can maintain the inbound traffic if we can reduce general cost of goods in the shops. Tourism businesses needs to be more efficient. For starters, get rid of all your old air-conditioning systems and install inverter ones. Change all your light bulbs to led type. Get rid of your electric showers and install solar. Don't start telling me the capital cost to replace these are prohibitive. If you do the maths, your payback time will be shocking. These new mod cons are very efficient. I am of the opinion that the future looks bright for small well run guest houses that delivers value for money. I have done some sums on my Mahe King packet - I just don't understand the moaning from the likes of Mr Gill & 9.17 .... I cannot claim this is the case in other industries.....but I am sure where there is a will, there will be a way.

You seem to have selective intelligence. Read my post 7:51 again.
I am the last person to be pessimistic. I am pragmatic and a realist.
Speaking to Afif who knows the numbers does not help us if he just raises his hands.
We are already using invertors and solar panels, solar lights LEDs. But that is not the issue as you allude.
You cannot propose to cut cost by increasing capital investment costs as a solution when cost increases are endemic from bad policies.
This is not a serious business proposal. You cannot be expected to be taken seriously. It is book worm arrogance.
The LDS has a deep mis understanding of how tourism works in Seychelles, we will all suffer for it until it educates itself.
Wasting a majority in NA, taking holiday before the budget is pass does that help Seychelles?
Le Pep is excusable in as much their actions are no different then they have always been.

We expected better from LDS, not the same -o same-o.

A 13th monthly salary is a form monetary benefit equivalent to a monthly basic compensation received by employees,computed pro-rata according to the number of months within a year(that is 28 days monthly--note all months have the same amount of days)It computed based on 1/12of the basic total salary of an employee within a calendar year,or basic month salary for the whole year divided by 12 months.
E.g an employee worked 10 months for 15 000 monthly --thus 15 000 multiply by 10 computed.

What about early leave ,or leaving a post after serving less than 12 months?
-maternity leave,Sick leave?
extended holidays?
over time?
Absentees for illness?How pl handle this?

Piece of Advice to Employers --if you cannot afford to pay a 13th monthly slary ..then recrutes your employees on Temporary basis to pressure Pl into negociation or else ...that is the only way to make pl/LDS listen.

Instruct potential staff to go get a contract services license.

Engage them under contract, avoid the 13 th momth completely, and empower Seychellois to own their own business.

You are right. The 13 th month salary is a cash injection that is not enough to do any thing except tuck the payment into little Indian shops around the country.
A horrible decision that will tick off 8% on our GDP and freeze salaries, make it hard for Seychellois to obtain employment.

I am not sure if the government understands business,productivity and human resources.This move to Dole out would generate inflationary expenses that would affect overall cost goods and services.One should reward productivity and efficiency ,to incentivize good performance,and not give charity that rewards poor performance.This practice would be demotivating for good performers.

Frankly ,giving out incentives to workers across the board,even to those who are not performing well,no longer works in todays environment...it makes Seychelles less competitive and pull up the already high cost of doing business.The worse thing in all that .is that a gang of politicans of both side ,of whom most of them never owed or managed a business .took suicidal economic decisions whithout really engaging ,consulting,and finding an acceptable ,balanced solution that would benefit both employers and employees .......is outrageous.

Well if she cannot run SHTA timely and seriously she should resign.
Right now SHTA is allowing tourism business to take it in the pants.
Our business are under threat from government taxes, 13 th month salary, bad policies.
Now STB has no budget.
This is a crisis.

Well the fact is Sybil has no knowledge about tourism industry ..she came to seychlles work as a scuba diver than open Luarier as barbeque restaurant ..the latter one does not need managerial knowledge to operate ,anyone could do that ......the reality is that she should had never been put in such a high posItion and to be ceo of SHTc .WHY?'She does not have any knowledge in the oruism industry.....The reason she is wehre is ,is Seychellois ,some Seychellois still have this colonial mentality of believing a european would always be better than them .Operating A BARBEQUE ,GRILL RESTAURANT DOES NOT MAKE ONE AN EXPERT IN TORUSIM INDUSTRY ......Sybil IS SIMPLY NOT QUALIFED FOR THE JOB ..........SCUBA DIVER TEACH HAS NOTHING TO DO WITH HOTEL MANAGMENT ETC.......
if IT WOULD BE SOMEONE LIKE Louis dOFFAY ,aCHIL SAVY,CHRUCHIL GIL ,ETC ,,AT LEAST THESE PEROSNS HAVE LONG EXPERIENCE IN HOTEL MAMANGEMNT THE INDUSTRY ,SYBIL HAS NONE OF THAT ,,FROM A DIPLOMED SCUBA DIVER TEACHER INT OHTLE INDSUTRY ....JUST TWO DIFFERENT WORLD.....

most establishment is the tourism industry are small and medium firms and most of them do not generate that lots of money to be sustainably able to pay for a forced .Every body would like additional benfit ,it is a matter of how you can give it ,if affordable ..depending on seize of business etc.....
Forced pay being imposed on employers deleterious to labor that are outside the system of regular employment.They add to the cost of labor without creating extra productivity,They reward employees for being employed and not for additional contribution to the firms.......In a words ,Pl wants that private sectors pay for its filaure of increasing salalry for the last four decades whilecost of living increase........In the present of completion from other countires ,such additional burdens represent a turnoff to investors .

The Tourism Industry faces a seasonal challenge yearly.
Most operators run 9 months out of the year but pay staff 12 months.
Larger hotels with larger cash reserves pay bonuses. But the majority of rooms in Seychelles are small hotel operators.
Excursion business is subject to monopolistic practice and vertical integration which Le Pep is aware of but has yet to address to make the market flow more efficiently financially for the country. Monopolies mean lower yields, higher bank interest rates. Because most of receipts are held by two operators. Hence much of the growth in the industry is strong hold by two players.
This needs to be address.
Fair Trading Commission has dealt with the matter but it lacks teeth in its legislation. Levon has promised if the National Assembly gives him teeth, his office led by Tirant, will deal with the issue.
The World Bank has conducted a chain Analysis
report study that shows the extent of vertical integration in the Tourism economy. It is a dreadful report of the realities of Seychelles potential and how it is also locked in.
For Tourism to move forward the locks on the industry must be un done. All parties should cooperate with one another to resolve this.

This 13th monthly salary ..is simply a crazy idee...It is an anachronism.Under such set up ,the 13th monthly salary pay in nothing more than an additional impost on the wages of regular employees without reference to productivity performance.The system that WE NEED ,to promote in the area of labor market policy should be to bring productivity in equation for determining wage increases.Only when productivity is part of the consideration of wage adjustment it will be possible to get wages to rise on the basis of laborer^s own efforts and for businesses also to experience progress.
When we have MINIMUM wages,,,,the MINIMUM should be inclusive in reference to the needs of the people seeking employment rather than set them on the basis of standards defined for those already employed.
By doing so,the state would have made it possible to raise the level of employment in the formal sectors of commerce and industry and would have allowed more unemployed and under- employed to move into organized sector of the economy.
The 13th monthly salary could have served as a pathway for raising productivity if the formula for its grant had ben linked to productivity contributions of labourer within the firm and not forced on establishments as CATCH-ALL formula of additional payment.
