Seychelles Auditor General Slams Ministry of Lands!



Mr. Benstrong, the Auditor General has written a slamming report on the Ministry of Lands headed by Minister Christian Lionnet, Joseph Francois Principal secretary, and Gerard Hoarau CEO of Planning  Authority.

In the Report, highlights lack of effective management of State Lands. As of July 2015, the Strategic National land Use Plan was still in draft form for Mahe. Readers will recall, the Land Use Plan For Praslin, was quashed in full before the Supreme Court of Seychelles as being contrary to the spirit of the Constitution of Seychelles, violating Article 26 " Right To Use Enjoyment of Property" . This ruling was made in Talma Vs Minister of Lands, which was not challenged on appeal by the government.

The audit reveals lack of effective systems in place to effect a smooth operation of Planning and Lamd matters. The offices of MLUH have been sounded with new furniture, new renovations, new computers. But the GIS system which gives one a view of lands from above, is now out dated and useless since it has not been upgraded since 2005.

Under the Land Management System, 1,184 applications for land was entered, without any dates to set order of precedence. Hence making it possible for the applicant to wait for land until they die.

In 55 cases, land was allocated even before an application was lodged raising doubt as to the fair play of these transactions.

Land Bank Interview Forms were reviewed on files and found to be missing. This would cause further delays in expediting a land request.

Numerous plots sold over the years had yet to be developed. Numerous plots had been transferred to same root persons.

Other problems persist at MLUH.

Numerous legislation a that govern land use and development are in dire need of review and respect by the top officials at MLUH. The lack of professionalism on part of the top brass has caused loss to Seychellois families of millions and millions over in revenue as the problems at MLUH have gone ignored in disbelief by government of Seychelles leadership. Now the Auditor General has sounded off, perhaps the Michel Administration will open its eyes and plug the leak of millions over millions in loss revenue to the country and loss of GDP caused by no other the. MLUH and Planning Authority.

Land owners affected by the Praslin Land Use Plan will be seeking real compensation from Minister Lionnet for opportunities lost over the years, the Praslin land Use Plan was used to deprive owners of economic opportunities.

Corruption in the landuse is the root of all coruption .Lionet has become zhe symbol of Michels full~fledge corruptocracy.
Would Michel act by sacking thug loinet?would loinet become thr first culprit to be i.vestigated under pl new Anti~corruption law?Well,it seems Michel has,already told us his decision in an interview last week when he said“Why change a winning team“ ....
There would be bitter consequences for Michel in the coming Parliamentary election if he failed to taken hisresponsibility by sacking zhugs destorying him like lionet and his otganized gang of mafia.

Loinet has raped landuseclaw ,dito to many seychellois right to land.He must be distituted and face justice and Michel govt would have to pay damage in millions to all victims of loinet thuggery.Michel also shares responsibility for not having respond as President to seychellois decades long complsin sbout loinet known coruption and abuse of public office for personal and political gain.

Michel fears the Opposition,it seems incompetent ministers to the likes of Lionet,Mitsy are killing pl more than anyone else.Can Michel afford to play the blind and allows,Lionet to make him loss his throne?
While Michel is using all his last fotce fighting for survival,Lionet stab him in the back.

Lionet demonstrates in details how the rulingparty eelitesuusethe sstateas,a ssiteof aaccumulation~~~and also that it is,a systematic problem rooted in the Pl.We can not move forward as,a Nation until we have men/women of integrity running our country.Combating abuse of power,mismanagement,and acute corruption in the land sector can not be successful as an isolated action.It should becpart of a National integrity siystem.
The land,ministry has become dysfunctional and its employees are obsessed with their own honour rather than absorded by its duties.
Lionet must,convicted and compention must be paid to victims whose opportunities was drliberately impeded by lionet pre~mediated and wicked abuse of public office.Al cases of irregularities,bribery,falsification of document should investigated,and loinet and his,gang must face ppropriate consequences.

Christian Lionnet has caused so much damage to my party. People today connect Lionnet action to President Michel support. This is why we lost so much support in the last election. Christian Lionnet should be removed by President Michel. To keep him in place will be a disaster for Le Pep.

Lionnet has caused a lot of damage to Seychelles, full stop!
Today the governor of central bank Caroline Abel is crying over lack of hard currency in the system.
Why?
Where is the FDI?
There is none because Lionnet tied up all the land for FDI with his silly unsubstantiated restrictions on lands.
This in turn has ruined the reputation of the Michel Administration beyond Shiekh Khalifa immediate circles.
This has resulted in less money hard currency flowing into Seychelles.
The other side of this pathetic coin is Central Bank has registered any Indian Money changers instead of Seychellois.
They trade outside the banking system and bag carry excess into India which is booming, with euros to invest back in India.
Seychelles suffers because both Abel and Lionnet did not listen to us. We met them numerous times to help them along, putting National interest above all else. They simple are like the proverbial : " Doubting Thomas". Doubting Thomas said he will believe, when he sees.
Now these two narrow minded closed minded leaders have seen the disaster they caused each operating their own kingdom independently of the rest of Seychelles.

As we all know landuse is,a cross~cutting issue
To manage and carry out systematic. policy..for .......thus the need to assigning duty to,a qualified and creditable person.Loinet has only delivered systematic and widespread abuses ,....he should be investigated,and convicted for corruption in the landuse ministry.

There are potential problem associated with CB announced measured to tackle excess liquidity.
For instance,whrn banks would not be willing to carry on with excess liquidity in their balance Sheets the only other resource left to them will be consequential.The risk is that monetary policy in particular Interest Rate policy could eventualy turn out to be a useless tol.The govenor of theCB would be reduced to a pupet~maste with about 20 dolls or so but no strings.
CB wants to mop up the surplus by issuing Tresury Bills in order to stem this source of inflationary pressures.However,if holders of the luquidity do not find the yields on the Bils attractive they would not buy them and theCB would be unable to mop the surplus.

He has used his position to deny Seychellois the right to reasonably use and develop their lands.

CB issues bonds at 10-12 %.
They raised reserves on Bonds.
Objective was to reduce liquidity in system.
Reserves raised on quick sand since bonds have to be repaid.
Worse is CB has not re invested money raised to generate capital.
It is as If CB opens a business and forgets to turn on the lights.
All this money in their hands is dead capital.
Outrageous.

A true bubble must result from a successful planned deception.The handling of the,Treasury bills has all the elements to create the burst.Treasury bills have become in truth Pls,godfather of,all bubbles because,it is so large that the investment market would not be able to absorb thr exodud.A puncturing of the bubble may start when any of seveal huge holders sell.It implosion will trigger a catastroph.

We definitive need political stability which can only be,achieved through dialogue and to it we need economic dynamics tailored to our needs,particularly these reflected in thr bahavior of markets,businesses and the general economy.
CB policy nock~on effects to other part of.the economy esprcialy in comodity wont take long before it paralyses our economy and reperecursion in the money market anf fiscal policy .
Who is licking the wounds and who is licking the chops?

I should also think of having an independent CB that is insulated from short~term political pressures that accountable to public concerns is more likely tocpersue policies that,align with its mandate,namely to conduct montary policies,and not political incentives to accommodate montary policies that promote short~run gains,output . etc...These polici pose long~run inflationary risks.
A CB similar to the US Feb Reservew..which is decentralized by design and accountable to Congress.This MIX of independence and,accountability has proven beneficial to both the Public and the Economy.

CB in Seychelles is Independent in Theory only.
CB is fixated with a strong rupee.
Hence. The artificial monetary system it has created.
Nine companies control trade rupees and hard currency.
Most of the changers are also big monopolistic players in Tourism, Trade, whole sale, retail.
A total blunder.

Last year Morgan and,Dogley hold meets on the problem of monpoly,but they have still not implemented an Antitrust law,which is the method uses everywhere to tackle monopolistic problemd.What thr hell they waiting to fotmulate an Antitrust law?

World Bank has sent four technicians to Seychelles for four months to conduct chain analysis report for GOS.
This study was requested by Seychelles Chamber of Commerce. Praslin members in a meeting last year with Minister Jean Paul Adam.
The report will be out in. May.
Initial indications point to high monopolistic practice ongoing to the detriment of the over all health of the economy.
The Vice President Danny Faure has welcome the study and is quoted:" we must get this right, make changes where it is necessary".- cross sector meeting February 2016.

Hope this clears it up.

Indeed everyone has a role to play and contiribute to the development of the country.
I encourage PL and the opposition to take a more inclusive approach and encourage dialogue and cooperation, sharing ideas, to bring the country together, put her on the right path.
It cannot be done by polarizing when neither side can run the country on their own.

Yes agreed. Pl needs to be given credit for canceling these abusive pensions they created with Ram and company.
It was painful.
But it was necessary.
Now everyone has come down to earth.
Maybe they can start talking and dialog ing in the interest of the country.

I have been waiting for a piece of land from MLUH for 10 years.
Still no response.
My children are now grown up.
I apply for housing they told me I do not qualify because my children grow up already.

MLUH is driven by corruption and polaralization.ShouldMluh simply give land to those who applied for fisrt?first come ,first serve principle.That Mluh uses pretexts such,as ur son is old enough is inaccepted..........old or not,,,each citizen of seychelles has a right to land,egardless of age,colour,district,political orientation.Should destricts be given more power to deal on such issues like land in their districts?why should a ceentral government decides on issues that should be one of a destrict mayorwhy has destricts mayors then,as wondowing dressing?It is timr to decentralize power and allow district mayors to decide and take decisions on issues concerning their districts pl.................tjen the corrupt and,abuses we see perpetrated by Lionet and gang reduced.

Corruption is now paralyzingly Seychelles development. This is a point PL Michel must face and resolve.
Today the people will not take any more corruption and any more victimization. The power of social media is making the country move at the speed of light while the Pl sleep on the job like the Rene era when only one man was awake.

Lionnet says he takes orders from James Michel.
He said to me if there is a delay in any area, it is under orders.
He says his hands is clean- blame Michel if you cannot get your land or you have it but cannot develop it or you application for housing is denied after 18 years because your children are grown up.

I believe first and foremost in the sacred principle of " Sesel Pou Seselwa". This is the founding principle of our Republic.
Today, many players in the ruling party and the opposition have abandoned this sacred principle to persue politics of self enrichment.
These politicians use politics to get rich personally. They sideline the national interest, and the interest of our people.
I do not need to name them. We all know now after 30 years who is who on this political field.
Therefore, I remain steadfast and determined to work for the people of Seychelles, in spite of the opposition being hijacked by self enriching individuals.
Read between the lines, draw your own conclusions.

U !re totally..There is rumours in town that Ram is trying to sobotage the Opposition,for he feels other members are threathening his interests.He is known to have been the Trojan horse of pl,and just maneuvering for his own survival.
Ram has failed to dislodge pl is,alll previous elections.It is my unbending resolve that leadership renewal...could be the only avenue to restorting the credibility of the opposition,lest it risks being confine to history.
The opposition will continue to fail in the quest to dislodge pl from power,unless personal ego,greed are done away.As,Michel,Ram is,slowly being taken over by events,l donot know how much more or what else he can do to revitalize the Opposition.
Dysfunctional leadership equals dysfunctional organization.A failed party is a result of poor performance.Poor performance is the result of incompetent leaderdhip.
This guy is a crook,the only thing that has been known to be strong enough get this minion to sit down and agree even on the colour of the sky,is not patriotism,compation,honestly but Pl Dollars.He is,a leader of dubious calling with no pedegree,and when i heard some in the opposition saying...“we must pray“..i can hardly see how pras could even help them,by the,way they,are regurgitating old political whores.

Lionnet lacks the self respect of a decent man.
Any man or woman in his position, after making gaffs and blunders that affect peoples lives would sit back, reflect on where he has gone wrong, apologize. Then the next step call these people in and resolves the problems that HE created all by himself.
Blaming Michel or blaming anyone else does not cut it.
The Constitution places his responsibilities squarely on his shoulders.
Is it a mans shoulder ? Or is it pork shoulders?
