Seychelles Tax Office Flops On Praslin meeting!


Seychelles Revenue Commission held a meeting in Pension Fund a Conference Room on Friday at 2:00- 3:00 pm. By 2:00 pm, the business community 50 or so strong, were present. The officers had problems with their laptop and power point, hence delaying the meeting for not less then 30 mins.
Neither the Minister Jean Paul Adam or the Principal secretary Patrick Payet were present.
The SRC presented their new program for reduction on deduction at source payments for the most challenged on payroll: workers earning at least SCR. 5600.00 per month. Basically government was affording this group a 9.8% tax on income as opposed to 15%.
The business community was outraged over government handling of this issue in such a parochial manner.

In the last meeting in November 2015, Christopher Gill chair of SCCI Praslin, requested on behalf of business community that Mr. Adam incorporate a tax reduction on those employees earning less then SCR. 10,000.00 per month. It was expressed that these employees are facing great hardship to make ends meet, and the tax burden is too burdensome on them. The SCR.10,000.00 threshold is the official poverty line.

The budget 2016 neglected to address this. It was President James Michel who took the initiative to address this issue after the results of the presidential election and Poverty Report For Seychelles was made public and stated that 49% of the population live below the poverty line. Hence panic spread in the ruling party rank and file.

The new threshold disregards this proposal and imposes high tax burden on the most vulnerable in society. This in turn affects job performance and commitment, because workers at the end of the month, work for nothing and cannot make ends meet in expensive Seychelles, perhaps the most expensive island state in the World.

Many expressed contempt for ministry of finance new proposal. Mr. Verlaque, Anse Kerlan said the math is complicated and will encourage non compliance and direct cash payments to workers. It will encourage workers to work in silence as temporary staffers.

Adrian Uzice, a charter operator, said the proposal is discouraging because it shows government is still taking business for fools. The policy does not address the problem at hand.

The same line was expressed by Captain William Rose who said: " the government is giving the Praslinoise a very bad deal, today our people are poor, broken, government must be very careful, very careful the People of Praslin are not fools".

It was requested by business community that a meeting be schedule with Minister Adam and Principal secretary Payet on Praslin to discuss these issues further, since it appears we are listen to, but we are not heard.

SRC just wasted our time,they came all the way to Praslin just to offer a bad plan that the SRC could not be accepted by nonbody for it simply does not answer and deal effectively with zhe financial durben Praslinois is facing.As Gill proposes........since the threadhold of poverty line is at SR 10,000 hence zhis should be zhe basic salary SRC should be using when making it planning,,no SR 5,600,.......-in fact ,i would go even further than Gill by saying “those earning SR 10,000 should benefit Tax Exempt.......thus simplifies thing and provide a real financial relief for those being affected.
Other Alternatives could also be combined together,should SRC unable to provide tax exemple....for instance,that Government pays the Water and Electricity Bills of those affected ,plus a tax reduction of around 10%...
Money generated by businesses on Praslin,now collected by govt zhen send to pl over to Mahe,a percentage of the total amount collected could be used to pay water and electricity Bills of Praslin affected..... . Then there would be no need to suck businesses ..

SRC must fix zhe problem,for this zhe only way to avoid othe societal problems such as family break down,alcohol abuse which causes domestic voilence,i.crease in criminality,homeless,etc which effects are even more costly to handle by government on zhe long term.

Pl must create opportunities for Praslinois for it is one factor to really deal with poverty.Praslin has bern left behind when it come to development due to zhe inaction of pl.
When u consider zhe potential the tourism sector offers ,it is disturbing.For instance,when u look at the lack of night life in Seychelles,and the business and job creation it has ,,,,lots of potential there.
Pubs,Bars,Game salon etc..etc....

Some other small,lower cost to start,and raw materials available literally fot free locally.
~Delivery Service.....pizzas,take aways,even shopping and delivery for individuals on demand.
~Dried,Fruit (snacks)Producer.........cheap to produce ,healthy and literally,all fruits can be dried,offering more variety of chips than traditional fried chips.
~Briquettes Producer.....using wood saw,Dust from local carpenters and wood chips,pressed them into briquettes to replace
charcoal,zhe latter canot supply demand,and environment unfriendly
~Essential Oil Producer......using flowers,cinnamon,lemon grass etc.....into essential oil....to replace toxic Airfreshner sprayers....the latter unhealthy and environment unfriendly.
~Scented Candles Producer...using honeycomb from local honey maker,bee keepers,and essential oil from local producer.
~Using old clothings,and turn zhem into designed bags,etc..a well developed business around zhe world.
~BUILDING,Factory,school,etc cleaning Firm....a job that one need to work at night,fot that when factories etc .are not operating........night would means a bit more rxpensive for contracted firms and employees earning.


There are many more such ideas...
A police station at Cote Dor could also help createcjob,,,what,about a small unit of marine police on Praslin which would also cover la Digue and surounding islands.

What MOF does not consider is this-
If they research, conduct some valuable surveys, they will find out that drugs and alcohol, is plaguing the SCR. 5050.00 bracket of employees.
This is why they do not reach above SCR. 10,000.00.
As comment above I concur. Tax on any salary up to SCR. 10,000.00 should be removed.
But MOF must look at the issue in a holistic way.
What will be done with the money?
How will you prevent this?
Praslin is dying. Everyday we hear stories about families leaving and they are not coming back.
People had had enough on the island where nothing works, and government neglects Praslin, our voice is an after thought in the process. Our appeal to put politics aside and dialogue nationally is ignored.
We ask for dialogue because we know the road ahead will be difficult and challenging.
Smart pants ministers whose salaries are guaranteed every month think they know better.
You will see.

Well Foreigners as GOPs,expats should,must never pocket a 13th monthly Salary....Gops and Expats Constrats as such are not the same...........An Expat or Expat when recruited
made the deal even before coming to our land........so they donot as foreigners entitle to 13 th month salary......
U know Switzerland has,a 13th monthy salary,it is for Swizerland National not Gops etc working in Swizerland.

Ifcpl continues leaving Praslinois behind,we should consider forcing Pl to keep contrbutions made now to pl,stay i. Praslin in order that we can do what we need to do on Praslin.Multi millions are paid annualy to theState in taxes etc..........enough to get done what are needed.

13 th month salary is a ridiculous proposal.
It is a knee jerk political reaction and makes Le Pep look childish and amateurish.
There problem is they all open their big mouths promising it to every one to get support in exchange.
Seselwa are not stupid these days. Le pep is so out of touch with the population they longer understand what to propose as policy to retain support.
Under le pep proposal, 13 th month salary will apply to foreigners across the board. Already we have learned foreigners under GOP cost Seychelles in repatriated revenue 1.2 Billion per year or 100 million per month no including airline tickets or GOP fees.
A 13 th month salary will cost 200 million in January to the economy. Le pep cannot afford this type of leakage. This is just to expats.
Expats are laughing at us.
They tell us this place is a fairy land. They get airline tickets, travel, free house, free food, gas vouchers, holiday, easy work plus over time, plus 13 month salary plus 30 days annual leave, sick leave 30 days, free Kalou, they are laughing at us Seychellois.
Le pep has made an ass out of us all.

13th salary must be only for seychellois national,not epats,or gops.When foreigners are recruited,they negociate prior to their employment their salary,and so on Once employer and employee agreed,a contract is,signed. ...Hence the benefits a foreign,employee is what is entailed,and was signed in the contrat.......National benefits,whatever its forms are Nationals,a.d gops,expats,have nothing do benefit from.
Pl must immediately stop gifting expats and gops benefits that belong solely to seychellois nationals,and i am waiting from the Opposition to voice against this illegal practice which costs seychellois tax payers 200 milions,annually... There are literally 50 percent of seychellois living in poverty,the 200 millions should be invested in our poor,and people not to feed indians,pakistanis or else.

Additional.. i was disturbed to how Pl and pakistani NAVY abused our innocent childrens. PAkistais navy,i would like pl to firstly explains,what they dping in Seychelles...and These bags with Pakistan Navy printed i. Capital letters on these bags...should be gifted to the milions of poorer,Pakistani children or Afghan kids not our children as if we poorer than pakistanis and use our kids to ADVERTISE PAKISTANI NAVY,,,,......If pl needs bags for our kids because it cannot afford as bankrupt system,then ask for donations from locals,but not letting pakistani navy use,our children to advertise its navy.... .

It is time get rid with these pl marons.

Pl cannot even provide our emporish kids a school bad,one can purchase for u$ 2 on chinese market,but disgracely pl can illegal gifted Expats and Gops,200 millions annually which has nothing to do with a gop or expat pre~signed benefits entailed in their contract

Pl has long aba.done Praslin,and even more since they voted against pl.look what the hell of the ckastal damage taking place at Anse Kerlan..Individuals are investigating all their saving to built rock bolders,barriers becuase pl consider land affected are private,though the damage taking place is,a Nnational problem which if not deal with rapidly would o.the long term affect the tourism industry.
Barriers being built by individuals all along,anse kerland coasts might be a necessity,but they,are turning the beaches into a rocky ugly mountain.
Now,ehat really causing the massive erosion at,anse kerlan?Climate change,because sea level is one centimeter higher during high tide?No ,none of the above...it is the damage the tsunami caused to anse kerlan reefs and the tons of soil washed on to the reef by the tsunami..End result,there no real reef to break down the waves power.. .
What in my opinion would be the best effective dolution when it come Anse,Kerlan coastal erosion,is namely,by building a long enough reclaimed island 200 meters or so in front Anse,Kerlan...it will act as barrier,thus reduce wave,wind force,thus equal less erosion..... and i personally belirve a reclaimed island would not be effective to stop erosion,but i am convinced it will naturallyrestore gradually c back lost land,,and even built a nice long beaches at the front of the reclaimed island ,a lagoon ~like spot.....Reclaimed island there,would be more astetic also,than these rocky barriers being place al long anse kerlan coast,and such barriers would have to constantly be re~enforced,nonstop every few years,Reclaimed island,provide land,that could be used for instance night attraction,and small businesses etc..... .and there will be no need to every few years to reenforced etc........

Note cyclons take place each year in this region,and this cyclon is not different from.privious ones,for if it was as pl wants to make us believe,then it would have been also for mauritius.
The islands supposedly hit are strangely happen to be the same islands on which radars have been installed....though they not behind each other in a row,it seem according to pl,the cyclons prcifically using GPS and targeted these island...Note Pl tells us Assumption island is also damaged,but the problem is all trees were choped down last year on Assumption..
While glrnny and pl tried to sell us the damage literally as that of Ecuador Earthcauake,pl failed to provide the public any physical photo of damage,,,,Bizzar isnit it.
Morevovrr,Glennny Savy has become multi.milliAaire and had even money to create zhree offf shore companies for her wife.IdDC owe expensive private jets and since the formation of IDC, our islands have been sold ,re sold several times generating multimilliond....where is the money.......If glenny has became multi millionaire,and ifc owes private jets,zhen we mustxasumed that IDc should havr millions in capital reserves,,ifnot glenny should be investigated .
Any supposed damage must be evaluated by independent body,as well as codt of damage and monitoring any reconstruction.
For now,we awaitinf physical photos of damage from glenny and pl..and they need to explain to seychellois why Praslin being devastated by erosion has not been declare Desasre Zone but Farquar and what without a single picture of damage...i noted also that long beforevzhe cyclone pl was talking about ....thus premediated action in or der to then.come and rob us..
Idc should enough money to do the reppair .

Zhe cyclone pl is trying to tell us was unique and exceptional is not the case for Mauritius..Forcthe latter it was normal as every year........

Last,Night i saw a program of French TV France 2,and in Srychelles EZZ,of how foreign Tuna Seiners usage of FADs,Devices are participating in over fishing in our waters and the devatation such devices cause to NON TUNA species such as dolphins,sharks,etc.....and not to mention the daily tonnage of non tuna fishes being discard back into the ocean which a wast,lost of revenues for seychelles..pl in the padt,and as,always blah blah about dealing with discard of Bycatch by these tuna seiners........until now nothing has ben undrrtaken...typical pl.
Seychelles resources are,at stake. And itvis time to think of long term than short term,by reducing numbers of foreign tuna seiners fishing in our Eez to secure tuna for our people and national company,,,,,,
Ban imediately usage of FADs devices
Stricker control
And find ways to stop bycatch to be dump back into thr ocean


For instance,in Norway CCCTV camera are placed on tuna seiner to monitor,in real time these ships and ensure bycatch are not dump back into thr ocean.
