The Time Is Now To Privatize PUC Praslin!



This week the National Assembly dragged PUC Praslin through hot coals over the noise level and emissions of its generators. The PL and LDS were all over PUC on these issues that affect residents in the proximate area where the loud smoke bulging generators are run. But the National Assembly missed the most important point: PUC Praslin has failed!

Line Diversion Request

Last week, a official of PUC turned up after 15 years to inspect a request for line diversion, accompanied with other request 25 years old. It is a joke. The visit came only after the matter was referred to legal counsel for prosecution. PUC has no vision. They only operate on a reactionary basis, and treat consumers as problems not as opportunities. I trust Minister Dogley is reading this:" consumers are not problems".

Failing Service

The service on Praslin is horrendous, if there exist a worse word, it is that. Electricity cuts are common tough out the night, while tourists are eating in restaurants. As the electricity cuts, a mad house ensues, Seychelles takes on the image of a banana operation, caused by PUC failures.

Food in freezers rot, compressors break, equipment from flat screens, fridges, freezers break from power surges not expected in the ordinary course of business. The Amitie dump site is full of electronic and kitchen equipment from restaurants and hotels. In the face of such hazardous loss, PUC refuses to pay for the loss, deny having caused it, yet electricity voltage flows like high tide and low tide.

New Cars, New Trucks Less Work

It was interesting to see Mr. Morin worm over the generator and proposals for a new one, as he fed Minister Dogley with information to field questions before a teething National Assembly. PUC does not have money to replace the generator causing all the noise, smoke, vibrations, but it has money to replace and add to its fleet of vehicles.

Virtually every truck and car of PUC is new. It shows you where managements priority is. Instead of maintaining their vehicles, which will teach them how to maintain their generators, they sell the vehicles to their own staff, buy new ones and hence, do not have to change tires, gaskets, or break pads.

Privatize PUC

Electricity production will never work on Praslin with management based on Mahe. It's like have the casings of a engine on one island, the pistons of the same engine on another island. The situation has gotten so bad that even when there is a break down, if after 3:15 pm, they stop taking the phone, you call Mahe, they give you a number manned by a security guard at the gate, where the breaking dying generator is located.

Government must consider seriously  a privatize scheme for PUC, before any more money is wasted. Plug the leak!

Give the head aches to the private sector, organize a back up generator for the hospital, connect it, don't leave it in the rain to rust, set a acceptable rates scheme, commit 12-15 megawatts to take into consideration growth, raise La Digues rates since they have a free ride, have no power cuts, since their lines are all underground, take that money, compensate these families on Praslin affected monthly, place all lines underground, so the fruit bats do not look smarter then PUC management.

So there you go, problems highlighted, solution proposed, costing Government of Seychelles nothing, everyone paying their fair share, those hurt, compensated reasonably.

If you have other national crisis that need a plausible solution, do advise.

If you want to know the name of the company that can do this operation, hint, it is not Vijay, he may swipe the diesel judging from the last hotel contract that went down the dumps.

Agree .PUC needs to either be privatetize or go into joint venture ,,,for govt has failed to deliver the qualitz service expected .Morevoer ,,,,it is high time to aggressively develop the use of reneweable nergy ...Seycheeles has sunshine all year round thus soalr energy should be high on govts priority ///In the reneweable enrgy field lots of imporvememnt had been done in regards to technology .quality and efficiency..........
Putting solar panels on each individual house roof top will on the long term slove our electricity problems ...no mass break down ..no fossil fuel costs ,,,not pollution etc ..wake up Pl donkys .stop blah blashing but act dogs.

Figute this out /////a household with two to three person wouold likely need a 1,5 KW system.....four paxs would need around 3 KW(roughly that is 12 solar panels, while a big family of lets say would likely need 5 kw system.Today .China the biggest solars panels producer provide all kinds ,or forms of solar panels at interesting price ......
\If you combine solar panels with wind turbines(not Michels ugly wind mill in Victoria)but samller ,more atheistic but effective wind turbines namely MAGRAV wind turbines ///the latter could be fitted on roof tops ,etc,,,,, very small ,all kinds of shapes and easily fitted ........and most importantly it operate also at very low wind unlike Michels ugly wind mills ......such Magrav wind turbines could be fitted at VBictoria port ,BSa harbour ,La digue Harbour s ,,but also on many buildings at the prots etc,,,,,,,,or on outter islands etc..etc..
Pl has no energy policy and has faield to answer to the need of energy the country needs for its economic development while failing badly to introduce renewable enrgy something we have in abandone ...........
Take La digue for instance ,,,,it would not take more than two years max to equipped all household with roof top solar panels thereby overnight solve al Digue electricity shortage ....it would take aroubnd 3 to 4 years to equipped all households on Praslin while Mahe with take longer .b.ut the objective must not be how fast we get households in Seychelles completely equipped with sdolar panels but when woukld govt start doing it AND HAVE A Real paln and objective.....\Pl has fialed ...it seems becvuase pl does not know how to collect money on individual household should it equipped each single household with rooftop solar panles ......Pl would prefer SoLAR farms but Seychelles territiories do not provide space FOR SOLAR FAMRS THUS THE BEST SOLUTION IS FITTING SOALR PANELS ON ROOFTOP pL DONKEYS .....

lETS US TAKE SCVHOOLS .HOSPITALS ,ELDERLY HOMES AND OTHER PUBLCI BUILDINGS //ALL OF THOSE BUILDING SHOULD HAVE LONG BEEN EQUIPPED WITH ROOFTOP SOLAR PANELS......
But pl has no plan in pkace ..lots of blah blah but little done in practice.......
Take those energy comsuming few street lights around the country all these street lights could be soalr powered street lights .......there are all kinds fo street soalr lights ...then PUC would reduce cost to instalt and replace falling pillars ,,,,,cost on cables ...and in fact get rid of those ugly electrical lines....the latter by now should long hAVE BEEN BURIED under ground ..for what ?to avoid repairs ,repalcemnt and avoid cut off when pillar collapse or trees fall on to.....
..
Seycheels need to use the different kinds of energy sources available today especially renevweable enrgy for it is less costly ,,more secure and effective..

Agree. No reason why government cannot present a cost effective solution to implement 100% solar panel on all households, hotels, and generators as back up.
Prsslin is an ideal place where it can be implemented.
We need a better deal on sell back to he grid and terms of repayment, access to funds.
Bulk purchase of solar will mean a better deal for all.

I think we should bark after LEPEP Admistration and not Mr Morrin.
We were doing the same to Mr StANGE who was the ex-minsiter for tourism asking him to build WC's on LaDigue beaches when Guy Lionnet was responsible.
In future make sure ViJAy don't have contract to build those WC's.

LEPEP will never make any serious attempt to increase use of renewable energy and reduce our dependence on oil. They need the tax revenue from oil to finance the giveaways during the elections. Another team must be in charge of the country if we want to see real progress when it comes to renewable energy.

You partly right ,LEPEP sees one side of the coin only /In fact ,while Pl may be thinking of collecting tax from oil ,,,,pl forget the cost it has to invest to deal with THE INCREASING of HEALTH problems thus health costs SUCH AS ASTHMA ETC DUE TO POLUTION,the cost of power shortage,matiance,,,and increase demands for supply which seems pl is already unable to deliver .
Moreover ,using reneweable energy does not means tax free ,,there would be a sort of tax too for instance government could impose AN ANNAUL TAX ON SOALR PANELS supply to indidivuals (could be per unit of pane intalted on costumers rooftop and that payable life long in order to sponsor future energy programm ....PUC control monopolize maintance,instalation in order to compensate the lost that usually generated by oil tax ....oil tax can be replace by a CARBON TAX that is a tax on vehicle pollution...........using solar energy means also less ,fewer need for maintanance ..hence government can provide the maintance therefore a payable service to costumers.......Moreover if Governemnt is the only supply of solar Cell/panels thus monopolize the supply
then PUC would generate money ...in fact taking the above possibility for government financially ........the revenue generated might even excel the tax collected on oil tax...(carbon tax,,,monopoly of supplying voltaic pnaels ,,maintance.........all this would generate more revenue for government than oil tax)not to mention the many new jobs that could be created.....

I agree there are ways collect revenues on renewable energy supply.
Apart from what mentions above ......usually (in other countries)consumers then sell to government surplus of the energy they produced).But if it is government who is supplying ,installing all equipments to consumers for Free than the surplus of energy prodcued by customers could be taken by PUC for FREE...that means PUC does not have to buy the extra energy produced by customers..........since equipments are provided free by govt or PUC ...it is another way PUC/govt could generate revenues by selling the extra energy.

NB at the start the use of renewable energy (to instalt etc)may cost a bit higher than fossil fuel but once well /developed it reduce cost of operation etc drastically .......Hence is govt plan is a NAtional one than cost of instalt would be lower than if individual would do it alone...and much cheaper on the longer term......

Pl government should start by installing solar panels on public schools 'elderly homes .police stations ,hospitals,bus stops,prisons,airport,airstrip and port buildings, all new government- built houses the use of solar energy must be entailed in the master plan,,replace the old street lights with solar street lights.....etc...etc..etc

I REMEMBER SOME YEARS BACK A WELL KNOWN SEYCHELLOIS HIGHLY EDUCATED WAS TALKING AND GIVING IDEAS OF HOW TO TACKLE CERTAIN PROBLEM AND TELLING HOW TO DO THINGS THE RIGHT WAY WAS BOOED BY SOME HARD CORE SPPF/PL. THE ANSWER HE WAS GIVEN IS: BEZ RETOURN KOT OU SORTI.... NOU PA BEZWEN OU...ISI NOU LIB...(AND ENDED WITH A MESSAGE FOR HIS POOR DEAD MOTHER)

PL SHOULD CONSTRUCT ONE LESS FLOOR ON JJ SPIRIT...MONEY SAVED CAN ERECT SEVERAL TOILETS FOR LOCALS AND TOURISTS INSTEAD OF BEGGING OTHER CITIZEN

After 4 decades of not listening to anyone but their own inner voices ,pL BECOME ADDDICTED LIKE A HARD drug addicts ,it just cannot detoxicate itself for the poison of unique thinkings entailed in communism ideology ...We must detoxicate them and make them understand once for all that they are the servants of the people not the masters.
JJ SPirit must not aonly constructs one storey less but where the money came from to build the building should be investigated for it seems to many that it ws built with tax payers money thus should be a public building just by the wy Maison Du PEuple should ,,the latter has been confiscated by Pl and it is paying no rent to the public.

Pl had decided to increase excise tax on HYDRID vehicles as if pollution is caused by hydrid vehicles /////it vehicles using fossil fuel like Michel big cars that should be tax ..that is cars that poluate Pl ..not the contrary...

I read ,a car owner sying"seychelles is a great place to drive electrical` cars"be it Seychelles or elsewhere the use of electrical cars is not being promoted because it is a gret palce to drive or not but because it is the car of the future which help reduce co2 and thereby help protect our environment and climate ........it is alos more economic on the long term and beneficial when it come to reducing co2 that causes health problems ......
In fact ,Elctrical usuage should be a national policy to reduce usage of fossil fuel just as sdoalr energy does......in the first place.

On the so called Marine special propection zone //just to point out that we must foolow the govt each single move ..for instance ,there would be palces whjere govt would introduce the so coalled psaecial protection zone not because its primority is protection but to make palces literally private so that Seychellois could not go while foreigners will .Examle ..Plater island could fallinto this lsit not because it need protection but it provide governemtn a good reason to literally make the island private ,access to beaches private while foreigners like Khalfia would be abusing it at the expense of Seychellois .......

When I see FAure going around in distircts telling us # he went to listen to the people rpoblems# I ask myself//is it not enough and should be the district mayors passing these issues to the Faure could be transfer to him by the district mayor ..thus no need to see a president telling us /... I go to districts to listen to their prlboems....
