Honorable Woodcock Moves In Right Spirit!

Meeting with the Executive arm of the Government at the Grand Anse Praslin District Administration: 

In the spirit of transparency and accountability and for the purpose of public Knowledge I wish to inform the people of Praslin of the highlights of my meeting with the President, Vice President, Designated Ministers, the DA and other stakeholders regarding projects, capitals projects and development plans for the progression of our district Grand Anse Praslin. 

The meeting started with presentation of the DA’s plans of action for the district. The DA and I have met twice to discuss matters concerning Grand Anse Praslin district and its residents: 

We met on Friday prior to the meeting on Saturday and went through the plan of action, especially for major projects forecasted for 2017. The DA took into consideration my inputs and I am happy that many of my concerns and proposals and that of the residents of Praslin has been included in the plan of action. 

In the spirit of National Unity, equality and working together, I Wavel Woodcock the MNA for Grand Anse Praslin are willing to work with the executive and every inhabitant of Grand Anse Praslin irrelevant of their political affiliation and religion. We are one people, one Nation and we should be able and willing to work together for the betterment of Seychelles. 

The DA presented the plan of action, which I endorsed and validated and added emphasis on pertinent issues and other concerns not included in the plan of Action. 

Highlights of Plan of Action presented by the DA including capital projects that will be catered for by other Ministries and Agencies (with my Emphasis added). 

1. Surfacing of Grand Anse Praslin Road by SLTA. 
I also emphasize on the urgency of resurfacing all Praslin roads, especially the Consolation road. 
Members of the public also spoke of the need to enlarge the Consolation road as it is a danger to motorists. 

2. Streetlights (ongoing project) by PUC AND SLTA 

3. Drainage project; first phase of the drainage project will begin at Roche Corbizeau and the ex-teachers estate Amitie which will eventually progress to other-sub district. 

4. To resolve the ice and bait scarcity at Grand Anse Praslin, an SME’s project to install an ice plant solar container to assist fisherman/fishing community with ice and bait will begin early next year. 
5. Construction of a Modern Day Care Center next to STC retail Central Grand Anse. 
6. There is a redevelopment plan for Grand Anse Central District which include a Marina which I believe will help boost the economy of Grand Anse Praslin(GAP). 
I have often spoke about refurbishing the Grand Anse Praslin Jetty and building a Marina. Such project will be well received by the inhabitants of GAP. 
7. The DA spoke about unity. That the district population and community must come together and be more engaged in the daily life and to take ownership of their community and district in general 

8. He also spoke about the need for consultation with the community. Encouraging discussion with other stakeholders including local businesses. 

I also emphasize in my presentation the need for the inhabitant of Praslin to have access to information. Land and house applicants should have access to information and their personal files, especially in regards to their status and availability of houses. 

I also requested that the MNA should also have access to housing and land bank files and must be involve in the decision making process in the allocation of houses and lands. 

Ministers and other Government Agencies must consult with the General public and District Administration before starting any capital Project that will directly affect the community. 
In my intervention and presentation in the meeting I also emphasized and added a few key points not included in the DA’s. 

1. Building a Centre for the disabled. For recreational activities, business activities and capacity building. A plot of land has been allocated at Marie-Jeanne Estate for the project 
I also spoke about placement for the disabled-work placement, the government should facilitate. 
Concession for the disabled travelling to Mahe on boats and plane fares. 
The President gave an executive order to do the same at the meeting. 

2. Water Sports- Equipment’s, canoes, boats, kayaks and other assets are in deplorable conditions. In fact water sport is becoming an endangered species in Grand Anse Praslin. 
The National Sport council and Ministry in concern must look into this. 

3. Basketball court needs lighting (floodlight) and a cover (roof) to enable athletes to practice and match to take place during rainfalls. 

4. I also spoke about reopening and maintaining the ‘La Pleine Hollandaise’ road (trail) being used by both residents and tourist. The road is not being maintained and is now overrun by bushes. On several occasion tourist have been attacked on the road. 

In case of emergency this road can be an alternative route and access point between the two districts. 

5. I also spoke about setting up a Praslin development fund which will be run by an impartial board. 
A percentage of the money collected by SIF, other nature reserves and islands in the Praslin’s perimeters must should go into a trust fund, managed by a Praslin development board. 
The money will be used for projects, even capital projects as deemed fit by the board. The money will also come in handy in times of emergency, crisis or natural disasters. 

6. I also spoke about redistribution of wealth, especially the monopoly and oligopoly that few businesses are enjoying in the local market without the government regulating them. 
I spoke on vertical integration and how many businesses are being affected. 

Other key points raised by members of the public. 

1. Allocation of Ile Eve lands. Praslin residents are complaining that mainly foreigners and businesses from Mahe are benefitting from the land at the expense of the Praslinois people. 

2. Not enough money is being allocated for the development of youth and youth activities on Praslin. 

3. Access to Anse Georgette which is being denied. Something must be done about this. All should have access to all our beaches. 

Other matters I’ve discussed with the DA . 
1. Erosion of the Grand Anse Praslin costal region. What studies have been undertaken and what is being done about the issue. 

2. Housing project, affirmed by the Minsiter in the National Assembly that a self-financing schemes project will begin next year at the ex-police estate Central Grand Anse Praslin.

WOODCOCK --understands the definition of accountability and transparency and how things should usually works in a democracy........I have so far not hear from Churchill Gill in regards to Baie Ste Anne population,fishermen ,farmers concerns and requests...

Mr WOOKDCOCK is the first ever Politicans in Seychelles history and a mayor ,,,who goes back to its constituencies and be accountable to them by publicly providing them with what he is doing ,what is going on ,etc,etc,etc,,,,which should in fact be a normal incurrence for a public servant ......Mr woodcock understands that he is accountable to his constituency ,,the people who put him in this position to represent them ,,,,,,,,,,,something we have not seen for the last 4 decades where by Disitrcits mayors after elected go sit in an Assembly and paly the YES MEN of the government and never went back to inform,consult and let the people know what he or she is doing and have achieved ..

ION access to our public beaches ...I am disturb sometime ..when I heard politicians talking about an issue which should be solve by rule of law ....Is it not a constitutional rule ---that all beaches in Seychelles are public?YES!So just implement the rule of law ..and sanction anyone refusing to abide by the rule of law -
There should be no negociation with anyone ,but simply apply the law ..that is it........foreigenrs should not be left to overrule Seychellois in their land ,nor act above Seychellois law...

I donot see why Seychellois abide by its own laws ..and foreigners with racistic mentality think they can act above our law and above Seychellois ....

A demonstration of the traits of a good public servant....Contary to Pl's past leadership deficit ,,whereby disitricts representative after elected never came back to inform,consult ,and responds to their constituents.Woodcock provides transparency,visibility,accountabilty,.As woodcock puts it .......districts inhabitants must be the the legitimate decision-makers of what take place in their districts ....not like under Rene <And Michel whereby the central government decide unilaterally and impose its WILL of the people and in their districts without consultation and approval....

1)identifiy owner...often neighbours ,etc ...knows the owner ...make the alter take his or her responsibility else should be financially sanction-------
2)castration and send...keep animals without identified owners in an animals home.
3)IN THE FUTURE---all dogs ,cats must be REGSITERED ......An ELECTONIC CHIP(largely use in western world) must be introduced under the skin of pets ........that when lost,become strayed animals they could be traced by authority using a Scanner ,Of course chip incorporate name of owner ,dogs type ,licence No. etc....in order to fast track owners--------etc....
4)authority should check also if a potential dog ,cat owner can really keep a pet and care for it -----if not authority must have the obligation to forbid a person from possessing pets .....
OTHER things must be check by authority --for instance ..if pets are quiet and do not or would not cause NOISE nuisance to neighbours etc.......if it is the case there also authority must have the authority to forbid a person from keeping pets ...

In Seychelles most people do not keep pets. They just feed them when they turn up at times.
These are wild dogs we are dealing with.
If they bite a tourist, they can make them sick with infectious .
If they bite a Seychellois the dog might die depending on who they bite.

Seychelles cant afford a proper GPS address to go to a destination and you want to insert CHIP under the skin of animal? Just look an ambulance driver is going to a house at Boukenvil the person needs to direct the driver like "koman ou kas sa kontro avan ou zwen la boutik tanbi, apre kont de poto elektrik kote drwat wa wvar en loto blan...aret lamenm.
Sesel got a long way to go....unless we the people vote them out in 2020...in he mean time just hold on.

Mr. Gill the Nationalist just like Chang Kai Sek is best suitable humanoid that can do this job on Praslin.
Actually StAnge can offer you that position and it fits perfectly without getting grilled with the Assembly members of Parliament before approval. I am sure they will all vote in your favor on both side of the aisles, even the millionaire Priest who you not too friendly.
And Praslin will be again, sa pit zil ki mon kontan, et klot pti zwazo pe fer son nik.

this typifies bad governance and the so called(lack)0f Renaissance Moral Michel spoke about but failed to deliver.That SPTC can afford GPS system ,,,,,similar that private cars owners use ,,,in different sieze ,sharp ,and cost is another example of how dilapidate our public systems have become under 4 decades pl.NOTE .the ex mayor of Baie Ste Anne Praslin,spent SR 1 million rupee to built a bus stop ......the bus stop is consisted of four CEDRE PILLARS,,,six sheet of steel roof(TOL)and around four cememnt bags and two wheel barrow of sand,,,,plus man power to do it,one person in two days.......Corruption is not it.....One million rupees the government could have already provided and equipped all buses on Praslin with GPS...

He has mastered the one train, two track economic system, and one train two track social system, one train two track tax system.
In each foreigners are advise that they will be able to disrespect decent Seychellois.
This system created by Michel MUST be dismantle. It does NOT matter to me who dismantles it, Le Pep or LSD. It must be broken, before it destroys Seychelles.

I heard JNEAP talking about GENDER ,DOMESTIC violence-------he is proposing a solution which is bound to fail for one important tool to deal with gender/domestic voilecne proven effective in western world is not included in Pls proposition ..namely ..CRIMINALIZIN>G DOMESTIC VOILENCE...it is the most effective proven deterent.

JNEPA also said ..that poverty of SINGLE MOTHERS is part of the problem----so the question is where are those men who made pregnant these women and then left .?'it is time to get these fathers take the partenal responsibility by all means including passing new laws ----that:
1)search for the father by all means ...such as when a mother turn up to maternity without a father ...that DNA sample of both mother and child is collected to match with a potential father hiding from his parternal responsibility .....
2)neighbours ,friends ,,etc ..often know who the guy is...he must be expose ,,name and shame.Once inditifiy the guy he must provide a DNA sample to match with that of kid to prove his parternality.....

YES ,JENAP too many single mothers because there is a amoral behaviour in this country whereby fathers are left to do what they want.
NOT ONLY TOO MANY SINGLE and NO FATHERs.

But also this create too many orphans --they same technic as searching for paternity should be use to find these irresponsible ,immoral fathers to take their biologic,paternal ,and moral responsibility....

I do not see how domestic violence can be blamed on too many single mothers.
This is unacceptable.
Laws are too soft on parenthood.
Fathers pay peanuts for abandoning their children.
Paternity is a joke, and irresponsible station in life.
The family tribunal is too soft.
Fathers should be required to pay not less the. SCR. 2000.00 per child per month.
Those of high income must pay 1/3 of revenue.
The time to give fathers a free ride should end.
It will make us a better and more responsible people.
Foreigners will stop laughing at Seychellois.
If you are Catholic, a parent is responsible until the child is 18.
If you are Jewish, a parent is responsible for his child until he finishes law school or medical school.
Seychellois need to get serious about the future of their children.

To whom Chinese Expats?I would be rediculous to make us think a POOR as you say ,would spent R 3000 when he or she is poor..........A poor does not have that money........he or she would be rather begging ,or steal to survive but not buy a SR 3000 dog on the market.

And if this is happening it alarming ....It shows how the incompetent Pl government is not able to rule,not rule of law etc.......for Dog in Seychelles is traditional consider a PET... a human friends not stuff for food like it is traditionally the case in China.
