Praslin Voices Out On Monopolies!



A meeting notice published in Seychelles Nation called on all boat owners to meet with top officials of the Government of Seychelles on Saturday. The meeting schedule for one hour, dragged on for Four (4) hours and debate serious extensive and addressed the key issue of MONOPOLISTIC PRACTICE in the Seychelles Tourism Industry on Praslin which is adversely affecting boat charters.

The meeting was chaired by Mr. Alain De Commarmond of Ministry of Environment, Present were Mr. Patrick Andre principal Secretary for Land Transport, Mr. Flavien Joubert, Director of National Parks, Mr. Denousse from Ministry of Tourism, Annarita Hoarau from Seychelles Licensing Authority.

On the agenda was issues relating to Cruise Ship business, lack of meaningful participation of small businesses. All the business is controlled by Hunt Deltel, DMC who in turn feed cruise ship guests onto their own buses, cart them to their hotels for lunch, pack them up on their own boats for excursions. At times 300 guests are moved this way in a day, sometimes 700, leaving local businesses un touched not benefitting from the business Cruise Ships bring to Seychelles.

One boat charter operator said Praslin and La Digue were becoming a two company island.

Access To Islands

Boat operators expressed deep concern over Lack of access to the inner islands. The islands named specifically were1. Sisters Islands, 2. Felicite Island, 3. Fregate Anse Victoria.
Present was Christopher Gill who said that if access cannot be guaranteed by the owners of the islands, GOS must seriously consider using the Land Acquisition Act to acquire a reasonable demarcated area on these islands to give access to the Public. The Public, and Seychellois can no longer live in Seychelles as Second Class Citizens.

" Palau For Palauans" Not Seychelles Under Michel!

Another boat charter highlighted that the President of Palau has been successful with keeping business for his people. He has said: " Palau For Palauans" - " Islands For Islanders" . In Seychelles we need to do use same. This includes the boat charter business and dive centers.

One operator with a Master Diver Qualification, Mr, Nigel Hoarau, ex SDPF, ex head of national parks Praslin, said he has struggle for not less then Six (6) years for a license to provide dive a board for visitors. Numerous other Foreigner or Fabrike owned boats do the same. His request until now has been denied. A disgrace. It was pointed out that not a single dive center in Côte Dor is owned by a bona Fide Seychellois. All are owned by Fabrikes who obtained passports by ways and means only Mr. Focktave knows.

Limit Paxs / Crew

Boat operators said given the numerous reoccurring incidents of death , bodily harm on large catamarans, there is a urgent need by government to limit the number of pax per boat based on a crew to guest ratio of 1:5. This must be implemented urgently to insure safety in excursions, and curb abuse of market position by DMC.
It is noteworthy that not a single DMC was present for this meeting. But they were represented by the SHTA By Nathalie Dubission, a paid representative of SHTA. No other executive member was present.

We Praslinois are known to prefer negociation and expect government to deliver.But Praslinois are also known for taking things intovtheirvown hands if govt failed to deliver.They have been patiance enough,for example,against Lumerai hotel blocking them getting access their public beaches....but icam sure if pl failed to force these foreigners to abide to seychelles law,one day zhey would forced zheir way zrough zhe gatecof lumera hotel,wharever its name.
All beaches be itbon Fregate or any island of seychelles.........beaches are public,thus no one should impede seychellois from getting access to their beaches.....
MONOPOLY is destroying the livelihood of small and medium locally owed businesses......Seychelles economy should serve seychellois first.........forcing small businesses to closure ,hking price and kiling seycheles economy.

An anecdote..Pl is praising zhe historical records of arrivals.........good!!!! But statistics also shows zhat most of zhese arrivals were catered by small and medium hotels,guest houses and not all inclusive five star hotels.......in fact with less of the later,our economy would have generated more revenues for govt,for zheir would be less ginancial leakage........This shows that it is not monopolies that is zhe motor of our economy,for they are unsustainablr,but rather small and medium enterprises...........

MONOPOLY should be dismantled This can be done government Regulations.
~Prevent excessive price.........E.g Cat coco,as,a monopolistic service,it could putcprices,above..........zhis leads to allocative inefficiency and a decline in consumers welfare.
~Monopsony power~a firm withvmonopoly selling power may also be in position to exploit monopsony buying power.E.g supermarkets may use their dominance market position to squeeze profit margins of farmers.
~Promote Competition........then govt need less regulations.

MONOPOLIES can be split into new smaller companies,or seperating services into smaller competitive local services.The new competition willceventually provide a wider variety of options and most likely lower price for consumers.
Another option,could be to lower prices instead of breaking apartca monopoly.
Regulators can set pricing controls from setting unreasonable prices(e,g Catcoco).
Price Capping is a way to reduce the price benefit of being a monopoly ,as the price benefit lowers to thatcof a competitive market.
Seychelles economy belongs to seychellois people.....not fabrik,foreign monopolists.
Seycheles economic system must be one zhat promote sustaonable economic development ......zhat is,thedevelopment of small andvmedium businesses and monopolies impede and destroy sustainability............
We cannot continue like this and call on pl to stop and fix the mess it has created,else we would have to do it ourselves.

Pl has allowed monopoly to expand expand expand in Praslin. They must be the one who limits them.
It was interesting to see entire community of boaters across party lines calling for STOP to monopolies in Tourism Industry.
This has become a key issue today.
Sesel Pou Seselwa dictates that monopolies be they Foreign or Seychellois must be dismantle and curtailed or else Seychellois will never be shareholders in the Tourism I industry as St. ange says, and Michel.
Shareholders play a meaningful role, not a back door side role.

It is not just an economic problem:it is,a political,and a mora one to.
Marketsssservehuman nneeds prooerly if markets operate in a moral context.The loss of that wider moral tradition has,allowed to abandone Coleadmpetition to Cartels,to acquiesce in the disfranchisement of the poor and lead us,all to the precipice.

The threats of monopoly power,is one of the biggest threat to the welbeing faced by our people and communities.It does mean recognising that the markets inbuilt tendency to erode competition damage us,all unless held in check.It is not about morality versus markets~~ß is thecrecognition that the market is,a brilliant distributional mechanism with great power to adapt and self~correct itself ,provided there is enough moral awareness among the players to prevent the accumulation of overweening monopoly power.

What about an ANTITRUST LAW,pl?Thatcis,a law that springs into action against a monopoly when itdestroys the ability of another company to enter the market and compete.

From what I saw on Saturday in this meeting the government PL - has a really big problem on their hands.
They created it.
They will have to resolve it.
They have 60 days from last count.
Unresolved,this indeed is a political problem.

It is pl laxism and laissez faire policies that have,allowed monopolies to take roots and proliferate,creating a toxic economic situation with fatal consequences of our people livelihood and economy alike.
It is time for pl to recognise its failure and fix it rapidly before things get worse which might push Praslinois and others to take to the streets or more.
It is time for pl to rocognize that monopoly has has held back seychelles! economy ,that it has hindered many Seychellois from making the kinds of contribution to seycheles! economy.As a result businesses closed ,unemployment increase with it crime skyrocket....... monopoly is creating mor poor pl.
The monopoly of the economy by a handful of indivuduals,has essentially consolidated an extreme uncompetitive market with difficulties in developing through macroeconomic princiles........the later best fit for a small economy like ours.
That the role of competition policy in promoting sustainable and inclusive development can only be achieved by eliminating monopolistic control of the economy .Simply say...monopolies hindered sustainable and inclusive economic development ,it must then be stopped.

In a country with endemic corruption and bankrupt govt ,monopolies have enough finacial resources to buy off officials,regulators,and buy off the entire government.......which might explain why pl stay passive,on the issue of monopoly in the country,Monopolies,is pl life support which is a reason why pl does not even dare to put in place,Antitrust,laws.
It is beyong the scope of Free Trade.Sufice it to say,that what we have bears absolutely has no resemblance at,all real of FREETRADE,,because in order to have,free trade,we must have FAIR TRADE.
PL and his mopolist friend are strangling small business to death.Under Miche the percentage of Seychellois that are working for themselves,are being destryed faster thanthey are created,because Pl has created a system whereby monopolies have built a,sytem that is,absolutely eviscerate.

Monopoly lead to artificially high price and highly unstable economy.Just take Catcoco as,an example.Though months long lowcprice of oil on world and local market,Catcoco fares remain unchange.
IT creates an allocative inefficiency.The failure of marketsto SELF REGULATES,IT IS AT THE HEART OF MONPOLY AS MARKET FAILURE.
A company loke MDC must be stopped,....it destroy sustainability in the economy.A company as,MDC,brcause it over seize,kills,smal boat charter firms because it can dope price by offering under or low fare to customers not because it is good for the company but as destructive stragety to make smaler companies unable to compete,,for a smaller company with limited aset and financial,cannot reduce their price ,,thus on long term the cannot compete and force to close.
Pl preaches about macroeconomy and sustainable development.......it seems to me pl confuse monopolistic practices as synonym to macrorconomy and sustainable development.........or the are simply ignorance of what they are preaching about.
Economic efficiency Antitrust philosophy........thst is pl must regulate things to break down the unhealthy monopolistic economic it has allow to take rots and proliferating over seycheles.........for it is,dangerous and bare risks of social unrest andcinstability.

What transfer did they take from the hotel to the Jetty?
What transfer did they take from Praslin Jetty to Vallai de Mai?

After allowing all onnclusive hotels tovproliferate and already killing small tourism related businesses,it is now local tour operators offering al inclusive and self providing the services ,or working with other monopolies like MDC to control all serices thry offer.Why should small businesses pay licence ,innovate,and live from their labor when pl has,allowed monopolies to proliferate and govt does nothing tovregulate and stop it
Mason Travel is,a tour operator not a licensed boat charter,restaurant,taxi, how could pl then allow them to suply such services,as boat charter,catering,themselves.....do we have a licence that allow a licensed tour operator to provide all services.......?
Such practices alienate tourists and wipe out smaller busineses...........what does pl wants? Tax drivers stop paying their licence to operate clandestinity,open black market,with al the economic down falls such practices would posse on our economy.
Mason travel not be operating restaurants,taxi and other services apart from beingca tour operator,probiding solely a tourcoperator services........which is organising tours by using existing facilities that exist locally..........if pl does notcact fast,soon,mason will have itvownvdomestic aircraft toctransport its clents,own hotels,own taxis,own restaurants,own oil station,own everything.........oligarchy must stopbmichel.

I my opinion,what we Praslinois needs to do,if pl failed to hearcour voice is to come together,,not to conduct stree protest.....a day long protest woould not necessarily push pl to act,and it would one day revenue lost for participants like taxi etc.....i propose that we come together and threatrn pl not to pay for instance,our taxes,licence until pl fix the shit it has created.This would have a direct economic inpact on govt revenue......it is time for us to act firmly against pl and itscmonopolies.

Well as far as I know Mason's is already in the Hotel business as well. Denis Island is for Mason's, as well as the soon to be opened Carana Beach Hotel in North Mahe.

The key point that the owners of DMC Do Not understand, because they will not give anyone two seconds to speak and listen is this:

1. They are Agents of the Industry. Hence, they are not Principals. This means, they should be selling hotel rooms, excursions as agents. But GOS allowed them to venture into the hotel business, excursions business, money changing, hotel food and drink supplies, sales and production. They are in virtual everything. This is still ok.

2. It becomes a problem when their monopolistic practice becomes a obstacle for others to succeed in to he Indistry.

Example, Mason Owning a Denis Island and farming it for production sale in. Mahe goods may not be a monopolistic issue. But running all their day trip lunches at IOL may be a issue. Not supporting National heritage sites as our site, may not be a monopolistic issue, but it is a moral compass issue since promoting our culture and heritage should involve everyone.

Having a excursion boat for 25 pax may not be a issue. But having multiple boats with 125 pax each may well be an issue.

At the end of the day, it is incumbent on GOS to deal with this issue,

Calling in the World Bank is the right move, we must congratulate Minister Adam on this move- on this issue, even the opposition can say: " Minister Adam has kept his word". The Praslin business community made the call, he answered with positive action, while Ramkalawan told us he will limit building at 50 meters except for a residential home in some cases. The courts in overturn that bogus idea Ramkalawan had not far from Lionnets position.

All is needed is government regulations.For instance limiting the amount of business licence individual,company can have,......and if the kind of licence an the company is applying for is outside its actual business model or category,..or the kind of business already exist....in such cases licence should be refuse.Afterall if mason travel hotels,boat harter etc......it is because pl government just issue licence without thinking and often for rent.In the end itvis not mason travel the problem,but government who blindly issues licences to one individual or company alike.

Mason Travel is one if notcthe biggest local tourcoperatorcin Seychelles.That means literally mason travel works or is the main local Agent of which all International tour operators go through or work with.....And what,does Mason Travel do with this advantage....well Mason Travel sell its hotel chain first....all clients are first book nmasons owed hotel (providing all inclusive),......and only after all its hotel rooms have full occupancy,,then only Masons book its clients in other establishments..........
The end result is you got a bigvlocal tout operator taking a big percentagecof arrivals filling itscown hotels leaving peanuts for others.
Just imagine the other important local tour operators follow Mason.....thrn all small and medium hotels,guest houses and other tourism related businesses can close their doors for they would be unablecto compete thus exist.Things can not be,allowed to continue this,way............

At this time, Select Seychelles has run off and left us with millions of rupees in unpaid unsettle accounts around Mahe Praslin La Digue.
Freddy Karkaria is no where to be found.
SHTA has still not advise us when will Select Seychelles settle their bills.
Seven Degrees South is now straining with settling their bills. Operators need to hold them to firm 30 day settlement.
Creole is acquiring a reputation for be if a very late payer with hotels and operators, they also have a money changing business.
SHTA will based on their conduct with Select Seychelles, not advise Creole to settle their bills in a fair and timely manner.
This is a very unhealthy situation.
Operators can clearly see where this is going.

Father Wavel did not commit fraud. Mum sold son the piece of land after fathers death. Mum felt this was her right and her land. Only Mum & Dad knows the clear facts. Now that they have both left this worldly abode, it was left to the court to decide if mum was correct to sell the land to Father Wavel. Court has decided otherwise. Father Wavel will decide if he wants to appeal or pay out his siblings as per the court judgement. I would rather we leave this to the Ramkalawan family and the court to sort out. This is no public matter. What JAM & Lionnet is doing ie giving land away our land for SCR1 to foreigners, family and close friends is what we should concentrate on.

It is,a family affaire........However,as public figure,seychelllois has thr legitimate right to ask..if a leader who asks us to put our confident in him fraud his own brother and sister,could we really put our trust in him?
I have doubts?
What is Ram position on the growing monopolies infesting our economy ?Does he think a Tour Broker should or should not operate his/her own hotels and so on,or sub~contract services?Should local tour operators who are the main intermedaries for international tour operators be licenced to operate their own all~inclusive hotels or be purely a broker,in the sense that they,package components and retail them through other agents,which seems must be the normal sustainable economic practice,or provide all possible tourism subsidary services to increase their profit within their ambit?A little less petitions witing and more intrest in the people problems,,.....should maybe,be Ram priority now.......

Ram should resign if he fails in the petitions. This was his grand strategy along with uniting NOT Viable politicians together who end up just supporting him to milk PL some more. Only Pillay is viable and he must not fall hook line sinker over Rams scams. In the meantime, we must give Ram room to breathe in spite of being a pure ass hole that he is. The National Interest of Seychelles requires that he plays out this scene with his Petitions.
Lionnet should not resign. He is God Gift To Seychelles as he thinks!
Lionnet needs to be thrown out by his leader James Michel if Michel has a single bone of decency in him. I am preparing a SCR. 15 Million suit against Lionnet. Others will follow. The disaster he has caused in Land Use should not go unscathed. He has practically destroyed the economy and community on Praslin. Now we have to pick up the pieces.
Morgan needs to develop a better rapport with the business community. He needs to make peace with Archille SAVY. Morgan also needs to pay retribution for the Marie Jeanne land scam for his wife, which they are making loads of cash off it. But Joel Morgan is capable, but he needs to know his place: " public servant" not " public self service". Remember Morgan came from Parti Seselwa! So there you have it.

The business community on Praslin has been in along serious dialogue with GOS on this issue.
We have presented accurate facts, that are undisputed, uncontroverted to GOS.
We have done our best to inform them of what they otherwise would not be aware of.
Recall, our MOF is a junior minister. He is learning of the environment he works in.
We must give him the benefit of the doubt.
Our Minister of a investment Mr. Benstrong is also a junior minister. He too deserves the benefit of the doubt on the matter.
Now we count on them, Alain st. ange, Joel morgan, VP Faure, to do the right thing towards Seychelles economy and her people.
Our economy cannot be for the benefit of a fee when we all like to say, in Seychelles we share the cake.

Opposition people should get involved in this, stop sitting on the sidelines worried about your political future .

Your future is in our hands.

What,also,disturbing is that most often the main issues affect the whole country and nation is raised...and the struggles as well as the iniciaves/solutions come from Praslin by personalities like u Gill.It is,a shame to see how passive others are,as if national problems is unique to Praslin........
The positive thing about it is that u guysxon Praslin by ur perseverance,tenacity,fighting spirits always got pl to the tasks...be it on landuse,high domestic fare,or Direct flight tocEurope , u name it..I wonder what the hell would hawwd happen if we did not have determined and real Patriots like u guys on Praslin.

The problem with recruiting what at first a NEED,Under Michel adminstration it has become a National norm.The problem is not only that the laissez faire policy of Michel on Expats uncontroled recruitment is putting Seychellois out wotk and resulting in mass and skyrocketing increase in locals unemployment,,it has other long term devasting consequences.... while the problem of AGING POPULATION the problem of unemployment would worsen,but also jeopardize all these unemployed seychellois Pension and Social Security when they get old......
Moreover,while Expat uncontrol dependency might be the main cause of seychellois being unemployment and making. Seychelles the country with thechighest umployment per capita in world,,,the practice of MONOPOLIES has the same similar effects on Seychellois....for monopolies kill small businesses and impede others from starting new businesses,therefore no job posibility which means become unproducative to society and often become a threat to security for crimes increase as poverty increase..

Are seychellois better off than before Meriton?NO,THEY ARE NOT.What does unemployment and skyrocketing crimes tell,you Meriton?It should tell u that it is a resultcof poverty.
The fact is,Seychelles was the African country 3 decades ago with the highest quality of standard of living.Since Michel took over,Seychelles has grown poorer in the religion because she is poorly governed.

That pronciples of evaluation is inspired and based of poorer countries than Seychelles?should we evaluate poverty in Seychelllois by comparing Seychellois to the standard of living of Indians in india?Of course if we,use such standards,Seychellois would be consider not poor but super rich.
The facts Meriton is seychellois iscpoorer than for thirty years,,,,,,,,,salary of seychellois have been the same for 30 plus years,while cost of living oncreases each year for the last thirty years.......the inbalance between salary stagnation and annually cost of living increase automatically kill purchase power of seychelois ending to chronic mass poverty....to it u add uncontrolled recruitment and depency on Expats plus the proliferation of monopolies.......pl has create the lethal arm that has destroy our economy,and the social and living standard of seychelois.
